【摘要】:Thisguidecoverstheevaluationandselectionofescortvesselsthataretobeusedtoescortshipstransitingconfinedwaters.Thepurposeoftheescortvesselistolimittheuncontrolledmovementofashipdisabledbylossofpropulsionorsteeringtowithinthenavigationalconstraintsofthewaterway.Thevariousfactorsaddressedinthisguidealsocanbeintegratedintoaplanforescortingagivenshipinagivenwaterway.Theselectionofequipmentalsoisaddressedinthisguide.Thisguidecanbeusedinperformance-basedanalysestoevaluate:thecontrolrequirementofadisabledship,theperformancecapabilitiesofescortvessels,thenavigationallimitsandfixedobstaclesofawaterway,theambientconditions(windandsea)thatwillimpacttheescortresponse,andthemaneuveringcharacteristicsofcombineddisabledship/escortvessel(s).Thisguideoutlineshowthesevariousfactorscanbeintegratedtoformanescortplanforaspecificshiporaspecificwaterway.Italsooutlinestrainingprogramsandtheselectionofequipmentforescort-relatedactivities.AflowchartoftheoverallprocessfordevelopingandimplementinganescortplanisshowninFig.1.Theprocessbeginswiththecollectionofappropriatedata,whichareanalyzedwithrespecttotheperformancecriteriaandinconsultationwithindividualshavinglocalspecializedknowledge(suchaspilots,waterwayauthorities,interestgroups,orpublic/privateorganizations,andsoforth).Thisyieldsescortvesselperformancerequirementsforvarioustransitspeedsandconditions;theseareembodiedintheship'sescortplan.Whenthetimecomestopreparefortheactualtransit,theplanisconsultedinconjunctionwithforecastconditionsanddesiredtransitspeedtoselectanddispatchtheappropriateescortvessel(orcombinationofvessels).Apre-escortconferenceisconductedtoensurethatallprincipalpersons(shipmaster,pilot,andescortvesselmasters)haveagoodunderstandingofhowtomakeasafetransitandinteractintheeventofanemergency.Thisguideaddressesvariousaspectsofescorting,includingseveralperformancecriteriaandmethodologiesforanalyzingthecriteria,aswellastraining,outfitting,andotherescort-relatedconsiderations.Thisguidecanbeexpandedasappropriatetoaddnewcriteria,incorporate"lessonslearned"asmoreescortingexperienceisgainedintheindustry,ortoincludealternativemethodologiesforanalyzingthecriteria.Thisguideaddressesphysicalcontrolofthedisabledshipwiththeassistanceoftheescortvessel(s).Otherpossiblefunctions,suchasfirefighting,piloting,ornavigationalredundancy,areoutsidethescopeofthisguide.Also,thisguidewasdevelopedforapplicationtooceangoingshipsincoastalwaterways;itisnotsuitableforapplicationtobargestringsinriverineenvironments.
