【摘要】:1ThispartofISO/IEC14143:a)establishesaframeworkfortheconformityevaluationofaCandidateFSMMethodagainsttheprovisionsofISO/IEC14143-1:1998,b)describesaprocessforconformityevaluationofwhetheraCandidateFSMMethodmeetsthe(type)requirementsofISO/IEC14143-1:1998suchthatitisanactualFSMmethod,i.e.theyareofthesametype,c)describestherequirementsforperformingaconformityevaluationinordertoensurerepeatabilityoftheconformityevaluationprocess,aswellasconsistencyofdecisionsonconformityandthefinalresult,d)aimstoensurethattheoutputfromtheconformityevaluationprocessisobjective,impartial,consistent,repeatable,completeandauditable,e)providesinformativeguidelines(referAnnexA)fordeterminingthecompetenceoftheconformityevaluationteams,f)providesanexamplechecklist(referAnnexB)toassistintheconformityevaluationofaCandidateFSMMethod,andg)providesanexampletemplate(referAnnexC)fortheconformityevaluationreport.ConformityevaluationsareconductedbyaconformityevaluationteamthathasthecompetenciesdescribedinthispartofISO/IEC14143.ThispartofISO/IEC14143assumesfamiliaritywiththeconceptsanddefinitionsdescribedinISO/IEC14143-1:1998.Theconformityevaluationisperformedbycross-referencingeachcomponentofaCandidateFSMMethodagainstthecorrespondingprovisionsofISO/IEC14143-1:1998.ThecomponentsoftheCandidateFSMMethodarethenevaluatedfortheirconformity.Theoutputfromtheconformityevaluationincludesadecisionforeachprovisionevaluated.Onlytherequirements(shalls)areconsideredwhendeterminingiftheCandidateFSMMethodconformstoISO/IEC14143-1:1998.Therecommendations(shoulds)ofISO/IEC14143-1:1998mayalsobeinvestigatedtoprovideadditionalinformationtoendusersoftheCandidateFSMMethod.Theoutputfromtheconformityevaluationprocessistheconformityevaluationreport.Thereportmaybeusedto:a)informendusersthataCandidateFSMMethodconformstoISO/IEC14143-1:1998inaccordancewiththispartofISO/IEC14143,andisthereforeanFSMMethod,andb)assistendusersinmakinginformedjudgementsaboutwhichmethodbestsuitstheirneeds.2ThispartofISO/IEC14143maybeusedforfirstparty(supplier),secondparty(userorpurchaser)orthirdparty(independentbody),conformityevaluations.NOTETherelationshipbetweentheowner,sponsorandevaluatordependsonthetypeofevaluationthatisperformed,i.e.first,secondorthirdparty.3WhileconformanceofaCandidateFSMMethodtoISO/IEC14143-1:1998maybeclaimedwithoutreferencingthispartofISO/IEC14143,thispartprovidesaconformityevaluationprocessthatmaybeusedtoaddcredibilitytosuchclaims.Thispartplacesrequirementsuponaconformityevaluationprocedureandisusableforfirst,secondorthirdpartyclaimsofconformance.Itsprovisionsareparticularlysuitableforthosewhorequirethirdpartyconformityevaluation.CustomersdesiringtouseoraquireanFSMMethodevaluatedforconformanceinaccordancewiththispart,shouldexplicitlycitethisInternationalStandardwhenrequestingtheevaluation.4ConformityevaluationshouldnotbeconstruedasguaranteeingthattheFSMMethodisfreefromnon-conformities;itonlysignifiesthatevidenceofnon-conformancewasnotfoundduringtheconformityevaluationprocess.5ACandidateFSMMethodshallbedeterminedasconformingifitsuccessfullycompletesaconformityevaluationprocedurewhichsatisfiestherequirementsofsub-clause4.4ofthispartofISO/IEC14143.NOTES1ConformityofaCandidateFSMMethodisbasedonevaluationagainstrequirementsofISO/IEC14143-1:1998.ThispartofISO/IEC14143definesaprocessthatmaybeusedinevaluatingwhetheraCandidateFSMMethodconformstotherequirementsofISO/IEC14143-1:1998.2An
